But it’s not just not caring. It’s genuinely difficult to get one into the country. It becomes exponentially harder to register it and insure it.

Once you get it past customs, it’s not that hard to get it “state-legal” which means nothing but does get you a license plate. Insurance doesn’t actually check if your car is legal, so theoretically it had “insurance” but they’d have quite some trouble if they actually tried to make a claim.
